The Common European Framework of Reference for Languages (CEFR) is an international standard for describing language ability. It provides a comprehensive and transparent system for assessing and teaching language skills across Europe and increasingly worldwide. The framework divides language proficiency into six levels:

A1 (beginner),

A2 (elementary),

B1 (intermediate),

B2 (upper intermediate),

C1 (advanced),

C2 (mastery).


These levels describe what a learner is supposed to be able to do in reading, listening, speaking, and writing. The CEFR is widely used to design language courses, exams, textbooks, and is helpful for educational and occupational purposes.

CEFR - Levels

The CEFR levels are described as follows, detailing what learners can do in listening, reading, speaking, and writing at each stage:

A1 - Beginner:

  • Listening & Reading: Can understand and use familiar everyday expressions and very basic phrases aimed at the satisfaction of needs of a concrete type.

  • Speaking & Writing: Can introduce themselves and others and can ask and answer questions about personal details such as where they live, people they know, and things they have.

B1 - Intermediate:

  • Listening & Reading: Can understand the main points of clear standard input on familiar matters regularly encountered in work, school, leisure, etc.

  • Speaking & Writing: Can deal with most situations likely to arise while traveling in an area where the language is spoken and can produce simple connected text on topics that are familiar or of personal interest.

C1 - Advanced:

  • Listening & Reading: Can understand a wide range of demanding, longer texts, and recognize implicit meaning.

  • Speaking & Writing: Can express ideas fluently and spontaneously without much obvious searching for expressions and can use language flexibly and effectively for social, academic, and professional purposes.

A2 - Elementary:

  • Listening & Reading: Can understand phrases and the highest frequency vocabulary related to areas of most immediate personal relevance (e.g., very basic personal and family information, shopping, local geography, employment).

  • Speaking & Writing: Can communicate in simple and routine tasks requiring a simple and direct exchange of information on familiar and routine matters.

B2 - Upper Intermediate:

  • Listening & Reading: Can understand the main ideas of complex text on both concrete and abstract topics, including technical discussions in their field of specialization.

  • Speaking & Writing: Can interact with a degree of fluency and spontaneity that makes regular interaction with native speakers quite possible without strain for either party.

C2 - Mastery:

  • Listening & Reading: Can understand with ease virtually everything heard or read.

  • Speaking & Writing: Can summarize information from different spoken and written sources, reconstructing arguments and accounts in a coherent presentation, and can express themselves spontaneously, very fluently, and precisely, differentiating finer shades of meaning even in more complex situations.
